Milwaukee woman on FBI 'Most Wanted' list captured

MILWAUKEE —  The 24-year-old Milwaukee woman, who was added to the FBI's "10 Most Wanted Fugitives" list this week in the killing of a pregnant Milwaukee woman, was arrested in Fayetteville, N.C., the FBI confirmed Friday.

On Tuesday, the FBI in Milwaukee added Shanika S. Minor to the list. Minor — who uses the alias Ida Jackson — is accused in the fatal shooting of her mother's nine-months-pregnant neighbor and unborn child, hours after Minor confronted Tamecca Perry with a complaint about loud music. Minor has no previous criminal record.

Minor is the seventh Wisconsin fugitive to appear on the FBI list since its inception in 1950, and the first from Milwaukee.

Minor was charged in March with two counts of first-degree homicide in the fatal shooting of Perry and Perry's unborn child.

Authorities say Minor, armed with a gun, first challenged Perry to a fight the night of March 5 and fired several shots into the air before leaving the scene at her mother's request.

Hours later, about 3 a.m. March 6, Minor returned and her mother again tried to intervene — stepping between Minor and the pregnant neighbor — but was unable to de-escalate the situation before Minor reached over her mother's shoulder and fired a round at the woman's chest, according to police.

Prior to her arrest Friday, Minor had not been seen since the shooting.

Weeks after Perry was slain, her brother, Deshun Freeman, was shot and killed during an argument after a minor car crash. Prosecutors have charged a 28-year-old concealed-carry permit holder with homicide in his death.

More than 90% of the 509 fugitives ever to appear on the "Ten Most Wanted" list have been apprehended or located. Though the list was populated with bank robbers and car thieves in the 1950s, it has since evolved to incorporate perpetrators of violent crime, cybercrime, international money laundering and drug trafficking.
